Training programs in Economic Policy Management has been initiated by the World Bank Institute (WBI) and the African Capacity Building Foundation (ACBF) and relocated in 1998 at four carefully selected African universities: Cocody-Abidjan, Cote Ivoire to cover the French-speaking West Africa, Makerere in Uganda for Eastern Africa English, Accra, Ghana for Anglophone West Africa and Yaoundé II in Cameroon to Central African francophone countries Great Lakes and the Indian Ocean.
Since 2004, with the advent of EPM Training program at University of Zambia in Lusaka, Eduardo Mondlane in Maputo, Mozambique and the University of Kinshasa, Democratic Republic of Congo, the seven training programs in Economic Policy Management are forming a network to share their experiences and increase their effectiveness.
The network has took the name of Economic Policy Management African Network Program (EPMAN) and its constitution was adopted in Abidjan in 2007.
The goal of these programs is to substantially increase the critical mass of African experts in professional management of economic policy in order to significantly improve the quality of decision-making in administrations on the continent.
